Note 1: discretionary rate (= inland rate) from 1900 to foreign countries: Austria, Germany, Bosnia and Hercegovina, Serbia and Montenegro only to 30.09.1916

Note 2: from 15-06-1918 letters in the convention countries had to pay an additional 5 f as a war tax, 2 f for postal stationery cards. Following the 1875 Bern Convention, these rate applied only to signatories of the convention. For those countries not members, individual rates applied.
